摘 要：
文章以中国农业科学院农业环境与可持续发展研究所为例,对中央级公益性科研院所基本科研业务费(以下简称"基本科研业务费")的资助现状与资助效果进行了分析,指出了基本科研业务费管理存在的问题,并从建立课题导师指导制、探索专项课题管理模式、营造良好的科研环境等方面提出了对策与措施,以期进一步提高科研工作的效率和效益,更好地激励科学研究的可持续发展。

摘 要：
Taking Institute of Environment and Sustainable Development of Agriculture,Chinese Academy of Agricultural Sciences as a case,current situation and effect of basic scientific research funds in national nonprofit institutes was analyzed in the paper.Problems in this area were pointed out and countermeasures were suggested form such aspects as setting up of tutorial system of programs,exploring new modes to monitor special programs and creating good research environment,etc.These will further promote working efficiency of researches,and boost a sustainable development of scientific researches.
