甘肃民勤土地退化治理政策效果分析

摘  要：
以民勤土地退化治理水资源调控和耕地压减政策措施为研究对象,分析国家政策执行过程中地方政府和农户的响应以及政策失效问题,并分析造成国家政策失效原因。通过土地利用覆被变化监测,发现民勤水资源的调控政策取得良好的效果,但是耕地压减政策失效,当地政府对水资源调控政策的响应要远好于对耕地压减政策的响应。在国家-区域-农户的"自上而下"的政策制定以及推行中,下级政策执行者在响应上级的政策时均会考虑自身的利益,而耕地压减政策对当地政府和农户均不利,造成政策失效。土地利用覆被及其变化可以较为客观的表征国家生态治理政策实施的效果。

摘  要：
Focusing on land degradation governance policies including water resource regulation and reducing cultivated land, the response of local government and household, and problems and reasons of policy failure were analyzed. The policy of water resource regulation in Minqin achieved good results, but that of reducing cultivated land failed after the monitoring for land use and land cover change, because the policy response of water resource regulation of local government was better than that of reducing cultivated land. During thepolicy formulation in the view of country, region, farmers, local decision makers mostly considered their own interests when they implemented the policy from higher superiors. The no interest of local government and household led to the ineffective policy of reducing cultivated land. Land use cover and its change can objectively be used to describe the effect of ecological governance policy implementation and to evaluate the results of policy implementation as the main means.
