试论小流域治理的系统观

摘  要:
小流域是一个生态、经济复合系统,其中生态系统与外界有能量、物质和信息的交换,能够吸收负吸流,使系统能够逐渐远离平衡的稳定态而走向有序化结构。经济系统中的人力资源和自然资源对整个生态、经济复合系统起主导作用。因此,协调人们的社会经济活动与生态系统的关系是小流域治理的根本问题。只有从自然因素和社会经济因素及其相互关系等方面考虑,以环境人口容量为指标,依据系统动态仿真等系统工程学和生态学原理的主要方法,通过一系列的逻辑与数学分析,找出系统存在的问题,才能进行治理规划的设计和措施的布设。流域治理的最终目的是建立一个稳定持久、高效的生态经济系统。

摘  要:
Abstract Small watershed is a complexed system of ecology and economy,of which the ecological system has ex-change of energy,material and information with the external and could absorb negative flow of entropy,which makesthe system leave balanced stable state and tend to the ordered structure of the economy system man power and naturalresource play predominant effects on the complexed system of ecology and economy, it is thought that to coordinatethe relationship between human activity in society and economy and the ecological system is the fundamental problemfor the harness of small watershed. Only when approaching from the factors of nature and social economy and their re-lationship , taking population capacity of the environment as parameter f based on the major methods of systematic en-gineering like dynamic simulation of system and ecological principle, and finding the key problems in the systemthrough a series of logical and nathematical analysis, might it be possible to design harness plan and dispoes the mea-sures. It is said that the ultimate goal to harness small watershed is to establish a stable,enduring and efficient systemof ecology and economy.
