摘  要：
在科研计划实施课题制管理的新形势下,全过程管理是比较适合科研院所课题管理的一种模式。本文建立了科研院所实施全过程课题管理的里程碑式程序,并从项目遴选民主化、研究开展正常化、跟踪检查经常化、研究目标先进化、人员流动制度化、经费支出合理化、结题验收时效化、成果推广产权化等方面对科研院所全过程课题管理进行探讨。

摘  要：
Under the new management system—scientific research project system—full-process management pattern is better and suitable for scientific institutes' management of scientific research projects. The paper establishes a milestone procedure for the implement of the pattern, and gives a thorough probe into it from the following aspects: democratization of project selection, normalization of research's development, regularity of process checking, keeping research objectives advanced, systemization of personnel floating, rationalization of research expenditure, and timely checking of achievements in scientific research before acceptance.
