摘  要：
鹤北国有林区在沼泽地、水湿地营造速生丰产林项目已经有二十多年,现在,从生长状况来看,树木质量不平衡,受灾较重,主要是设计不合理,后期经营不科学所造成的。现在,生态文明建设已经纳入中国特色社会主义事业"五位一体"总体布局,国家已经将生态文明建设上升到一个新的战略高度,在尊重自然,保护林地、湿地生态功能的前提下,我们建议不适合在沼泽地、水湿地搞其它经营活动,同时要改变营林发展模式,维护生态平衡。

摘  要：
The Hebei state-owned forest area has been building fast-growing and high-yield forest projects in swampland and wetlands for more than 20 years. Now,from the perspective of growth status,the quality of trees is unbalanced and the damage is heavy,mainly due to unreasonable design and not scientifically post-operation. Now,the construction of ecological civilization has been integrated into the overall layout of the"five in one"of socialism with Chinese characteristics. The state has raised the construction of ecological civilization to a new strategic height. Under the premise of respecting nature and protecting the ecological functions of forest land and wetlands,we suggest that it is not suitable for other business activities in swampland and wetlands,and at the same time it is necessary to change the forest development model and maintain ecological balance.
