摘  要：
"经过长期努力,中国特色社会主义进入了新时代,这是我国发展新的历史方位。"十九大报告中指出,应该大力实施乡村振兴战略,夯实农村基层基础性工作,完善德治、法治、自治有机融合的现代化乡村治理体系。在新时代背景下,三农领域依旧存在着非常显著的发展短板。必须充分地发挥党对农村工作的领导,健全完善德治、法治、自治有机融合的综合性乡村治理体系,稳步提升乡村治理水平。新时代背景下乡村治理事宜的政策关注层面,分析了乡村治理的主要特征;并从四个方面论述了新时代背景下提升乡村治理水平的建议。

摘  要：
"through long-term efforts, socialism with Chinese characteristics has entered a new era,which is a new historical orientation for China's development." It is pointed out in the report of the 19 th CPC National Congress that we should vigorously implement the strategy of revitalizing the countryside,tamping down the basic work at the grass-roots level in the countryside, improving the modern rural governance system of organic integration of the rule of virtue, the rule Under the background of the new era,there is still a very significant deficiency in the development of the three rural areas. It is necessary to give full play to the Party's leadership in rural work, improve the comprehensive rural governance system of organic integration of moral governance, rule of law and autonomy, and steadily improve the level of rural governance. The Policy concern layer of Rural Governance under the background of the New era On the other hand, the main characteristics of rural governance are analyzed, and suggestions to improve the level of rural governance in the new era are discussed from four aspects.
