重大疫情中网络政治参与的呈现、限度与效度

摘  要：
重大疫情中的网络政治参与是现代民主政治发展的一个缩影。重大疫情中网络政治参与议题凸显为对新冠病毒、生命个体命运、政府和官员应对能力、媒体报道的关注,折射公众内在的利益诉求。然而,重大疫情中民众的脆弱性、后真相时代、网络民粹主义、自媒体的冲击,使得网络政治参与有其限度,政治参与必须保持在温和可控的范围内,实质是政治参与主体凝聚共识战胜疫情。为此,作为政治参与主体的政府、媒体和公民应充分发挥主体性功能,提升网络政治参与的有效性,促进民主政治和国家治理现代化健康有序发展。

摘  要：
The online political participation in the major epidemic is an epitome of the development of modern democratic politics. In the major epidemic, the issues of network political participation highlight the attention to the new coronavirus, the fate of individuals, the coping ability of government and officials, and media reports, reflecting the inherent public interest. However, the vulnerability of the public, the post truth era, the network populism and the impact of the self media in major epidemic situation limited network political participation. Political participation must be kept within a moderate and controllable range. The essence of political participation is that the political participation subjects gather consensus to defeat the epidemic. Therefore, as the main body of political participation, the government, media and citizens should give full play to the main function, enhance the effectiveness of network political participation, and promote the healthy and orderly development of democratic politics and national governance modernization.
