关于捕捞限额制度施行效果的理论预期

摘  要：
本文根据我国修订后的《渔业法》中有关实施捕捞限额制度的规定,探讨了捕捞限额制度的性质,并借用经合发组织所采用的研究方法,分别从生物、经济、社会和渔政四个方面分析施行捕捞限额制度后对我国渔业可能产生的影响。捕捞限额本质上属于一项基于权利的产出管理制度。理论预期表明,此项制度虽然并非十全十美,其实施却有可能实现现行管理措施无法达成的诸多正面效果,特别是有助于从根本上消除竞争性捕捞的诱因,能够有效地遏制过度投资和过度捕捞的激励,从而有助于实现渔业资源可持续利用。

摘  要：
On the basis of regulations of the newly amended Fisheries Act about implementing quota catch system in China,the author has discussed the characters of quota catch system,and analyzed the implementing effect of quota catch system in the aspects of biology,economy,society and fishing administration through applying OECD's research measures.Author has concluded mat quota catch system could achieve many positive effects that other management measures can not give though such a system is not perfect,in particular,its implementation could eliminate the excess capture and investment and help to realize sustainable utilization of fishery resources.
