政府购买动物防疫公益性服务的框架探析

摘  要：
政府购买服务是党和政府确立的新时期政府各项职能工作转变的重要政策措施,对转变兽医工作发展模式,提高兽医工作效能,推动兽医社会化服务体系建设有着重要意义。为落实农业部相关文件精神,部分地区在政府购买动物防疫服务方面开展了一些探索。本文主要研究整理了政府购买服务的相关政策规定,结合兽医工作实际情况探索构建了包括购买主体、购买形式、购买内容等在内的政府购买动物防疫服务框架,并提出了厘清服务内涵、制定指导意见、加强扶持支撑、培育承接主体、巩固体系建设等发展建议。

摘  要：
Under the new period of government function transformation,the government purchase of public services is an important policy founded by CCP and the government. It has important significance in transforming development mode of veterinary work,improving work efficiency and promoting the construction of the veterinary socialized service system. In order to implement the spirit of relevant documents issued by the Ministry of Agriculture,some exploration of government purchasing services of animal epidemic prevention was carried out in several areas. In this article,related policies and regulations in this field were studied. According to the practical situation of veterinary work,a framework of government purchasing such services including the buyers,purchasing types and contents was constructed. Objective to better promote the purchasing services,some suggestions were put forward,such as making guiding opinions on the basis of identifying service contents,developing main undertaking bodies by strengthening supports,and so on.
