供给侧结构性改革背景下期货市场服务“三农”的探析

摘  要：
伴随着农业供给侧改革的不断推进,玉米临储政策逐步退出,市场化收购后,农业生产者面临的市场风险增加。从农产品市场风险的存在、提高农业国际竞争力需要和转变农业发展方式3个方面阐述了农业产业发展对期货市场的需求;并从期货市场价格发现功能和套期保值功能的发挥以及创新模式的探索等方面指出期货市场在当前供给侧改革中的重要性;最后分析期货市场服务"三农"存在的障碍,提出了相应建议,并对期货市场服务"三农"进行了展望。

摘  要：
Agricultural producers face increasing market risks with market-based purchase under the continuous promotion of agricultural supply-side reforms and temporary storage policy of maize withdrawing gradually. The article elaborated the needs of agricultural industrial development for agricultural futures markets from three aspects such as the existence of agricultural market risks, improving international competitiveness of agriculture and changes in agricultural development mode, and pointed out the importance of futures market in supply-side reform from price discovery and hedging functions, and new modes of the futures market. In the end, based on the analysis of the obstacles existed in futures market serving agriculture, rural areas, farmers, the authors proposed recommendations and expected futures market serving agriculture, rural areas, farmers.
