制度预防是治理高校职务犯罪的主要对策之一。文章对此作了探索,提出在各种治理对策中应当更加重视制度预防;在预防制度的价值取向上,应当兼顾权利保护和犯罪预防;在制度预防的推进步骤上,应当系统配套和重点突破结合;在预防制度的宣传教育上,应当重点对象和普通群众并重。

摘  要：
System precaution is one of the main countermeasures against crime at college and university by taking advantage of duty.In this article,the author pointed out that system precaution should be paid much more attention to preventing crime;the value orientation of precaution system should involve both right protection and crime precaution;in the progress of precaution system,the systematic accessories and emphasized breakthrough should be considered;in the propaganda and education of precaution system,the emphasized objects and general populations should be paid equal attention.
