关于对非洲国家进行良种研发技术援助的思考

摘  要：
未来我国将从一个"地区大国"逐渐上升为一个具有主导权的"全球强国",国家战略结构的升级对"农业走出去"提出了新的战略需求。在这样的背景下,起始于20世纪50年代的农业援非发展到2006年中非合作论坛领导人峰会之后,有了质的飞跃。然而,如何让"农业走出去"的效果达到最大化?良种研发技术援助提供了一种可能。本文探讨对非洲国家进行良种研发技术援助的必要性和战略意义,对非洲国家进行良种研发技术援助的可行性,以及对非洲国家进行良种研发技术援助的初步方案。

摘  要：
China will gradually rise from a regional power to a dominance of global power,and the upgrading of national strategy put forward new demands to adjust the going out strategy of agriculture.In this context,starting in the 1950s,the Africa-agricultural aid has achieved a qualitative leap after FOCAC summit in 2006.However,how to maximize the effect of going out strategy of agriculture? Technical assistance of seed research and development provides a possible way.This paper investigated the necessity and strategic significance of technical assistance of seed research and deuelopment to African countries,and discussed the feasibility and initial program.
