摘  要：
公民网络政治参与对重塑政府治理理念、转换政府治理模式、完善政府治理方式有重要影响。但我国公民网络政治参与还存在主体结构失衡、组织缺乏科学管理、法律道德规定过于笼统、动机带有盲目性和非理性等问题。因此,我们应当转换政府治理理念,提升公民网络参与能力,优化公民网络参与环境,从而使公民网络政治参与更加有序,政府治理更加富有成效。

摘  要：
The network political participation of citizens and the innovation of government management have become an important subject in academic research. The network political participation of citizen has important influence on reconstructing the governance philosophy,transforming the management pattern of government,and consummating the way of governance management. However,there are still some problems in network political participation such as the imbalance of the main structure,the organization lacks scientific management,the over-generalization of the legal and moral rules,blindness and the irrationality of the motivation. Therefore,we should transform the management pattern of government,enhance the ability of citizens to participate in the network,optimize the network participation environment for citizens,so that we can make it more orderly for citizens to participate in network politics and make government governance more productive.
