山地丘陵区耕地利用的长效机制—以湖北省十堰市为例

摘  要：
我国虽然幅员辽阔,但人均耕地少,耕地的后备资源有限,因此促进耕地资源的长效利用是保护耕地的关键。我国是个多山地的国家,大部分耕地分布在山地丘陵区,建立山地丘陵区耕地利用的长效机制,对保护我国耕地资源起着重要的作用。为此,以湖北省十堰市为例,针对山地丘陵地区的耕地利用特点和存在的问题进行了分析,提出了如何在该区域建立耕地利用的长效机制,对保证耕地资源的可持续利用、社会经济的可持续发展和农业的基础地位具有重要的意义。

摘  要：
Our country is great vide,but has few farmland per capita and reserved resources of farmland,so advance the long-acting utilization of farmland resource is the key of farmland protection. Because of living in a multi-mountains country,most farmland is in highlands and mountainous areas,so establish the long-term mechanism of farmland use in highlands and mountainous areas plays an important part in protecting farmland resource. This paper takes Shiyan in Hubei province as an example,analyses the characteristics and problems of farmland use in highlands and mountainous areas,then makes a suggestion on the establishment of the long-term mechanism of farmland use in this region. It has an important significance to assure the sustainable utilization of farmland resources,the sustainable development of social economy and the basic position of agriculture.
