宜君县生态公益林管理存在问题与对策

摘  要：
分析了宜君县生态公益林存在林分质量不一致、林地质量普遍不高,农林业生产和矿产资源开发等威胁增加,专业管护队伍人员不足、经营管理粗放,林地资源潜力未能充分培育等问题,以及经营管理机制不尽合理,管理监测技术手段落后,国家公益林补偿金标准不高,经营管理者资金投入积极性不强、管理难度相对较大等产生这些问题的原因,提出了宜君县生态公益林经营管理思路和措施,包括分类栽植补植适宜乔灌树种,强化林地抚育、优化林分质量,利用现代先进技术进行林地资源调查与监控等提高林分质量措施,加强管护人员队伍建设,防范和打击侵占破坏公益林不法行为,加强森林病虫害防治及野生动物、珍稀植物保护和森林防火等巩固生态公益林建设成果措施,管好用好生态公益林管护经费与补偿金,充分尊重承包户意愿、生态公益林补偿金发放到户,合理利用生态资源优势、发展生态旅游项目等维护生态公益林综合效能高效、持续发挥的措施。

摘  要：
Ecological forests of public-welfare in Yijun county were analyzed in terms of its problems such as low quality of forest stands,threats from agriculture and forestry production as well as mining activities,lack of professional people and intensive management,insufficient mechanism for administration,backward monitoring approaches,low level of subsidizes for forest of public-benefits,inadequate investment and so on.The measures for the management of forests of public-welfare in Yijun county were developed including different subsidizes for different planting of suitable trees and shrubs,intensive tending,quality optimization,application of modern forest resources investigation and monitoring,human resources improvement,prevention and control of illegal activities of damaging forests of public benefit,strengthening forest pest control and protection of wildlife and proper use of funds for ecological forest of public-welfare based on the willingness of farmers and rational utilization of ecological resources.
