摘 要：
国际森林问题谈判自1992年以来迄今已持续了23年,联合国森林论坛第11届大会将是否开启国际森林公约政府间谈判的议题推迟到2024年进行考虑。在回顾国际森林对话历程以及阐明国际森林公约利弊的基础上,解读了代表性国家的立场,分析了国际森林公约的前景,并结合中国实际提出了相应的政策建议。

摘 要：
International forest negotiation has been lasting for 23 years Since1992. The UNFF-11 has decided to reconsider whether to initiate the intergovernmental negotiation on a global forest convention in 2024. Based on a brief review of international forest dialogues and a pros and cons analysis of a forests convention, this paper presents a thorough interpretation of the positions of the representative member states, and analyses the prospect of a forest convention. Some policy recommendations for China are also provided.
