摘  要：
国家自然科学基金是体现一个科研单位科技自主创新能力的重要方面。文章以中国热带农业科学院热带生物技术研究所为例,从国家自然科学基金项目的申报管理和资助情况等方面着手,深入剖析农业科研单位国家自然科学基金项目管理工作的现状、存在的主要问题,进而提出加大政策引导、提高思想认识,强化人才培养、提升创新能力,精细组织策划、完善文本质量等加强国家自然科学基金项目管理和提高资助率的有效对策。

摘  要：
Competition for funding by the National Natural Science Foundation of China(NSFC) has been an important aspect to measure the independent innovation capability of a scientific research institution. Taking Institute of Tropical Bioscience and Biotechnology of Chinese Academy of Tropical Agricultural Sciences as an example, the present situation and main problems of NSFC management in agricultural research institutions were analyzed in the paper from its application management and funding situation. Some effective suggestions were put forward to improve the fund management and enhance competitiveness for funding by the NSFC, such as strengthening guidance of policy,raising the recognition, intensifying training of talents, boosting innovation ability, refined organization and plan, improving quality of application documents, etc.
