房山区因气候特征和地理因素原因,存在自然灾害和事故灾害和公共卫生事件等灾害隐患,对当地群众生命财产和农业生产造成巨大的损失风险。应深入分析当地应急管理工作的主要问题,规划"十三五"期间的应急管理路和主要任务,以加强应急体系建设为手段,提升当地应急管理水平和防灾减灾能力。

摘  要：
Disasters such as natural disasters,accidents,and public health incidents in Fangshan District have caused huge loss risks to local people's lives,property,and agricultural production. In-depth analysis of the local government's major problems in emergency management should be conducted and detailed the "13 th Five-Year Plan" period. The emergency management road and main tasks during the period to strengthen the construction of the emergency system were taken as means to enhance the local management level and the ability to prevent and mitigate disasters.
