交互式群治理:互联网时代农村治理模式研究

摘 要：
互联网在中国农村社会的普及与应用意味着一场深刻的治理变革。这场变革的关键在于互联网重塑了农村治理的社会基础、结构与形态,中国开始进入农村治理的互联网时代。在这一时代,以交互性和群结构性为特征的交互式群治理模式,将实现以群为核心的复合群组关系结构取代传统以家户为核心单一线性关系结构。这一模式以"想法流—权力流"为内部运行机制,以技术平台、新社会规范、一般性治理构件、正式群组、非正式群组、回应机制等为外部结构,通过动态的群组模块将分散、碎片化以及静态的个体重新连接成利益共同体,进而解决中国农村治理积习已久的参与之困,实现有效治理。

摘 要：
The popularity and application of the Internet in the society of rural China means an in-depth reform of governance.The Internet plays a crutial role in the reform in that it reshapes the social foundation,structure and form of rural governance,and thereafter,the time of internet of rural governance begins.In the time of internet of rural govrnance,an interactive group governance mode which features interaction and groups and takes groups as a core replaces the conventional single linear structure which takes households as a core.The mode takes "idea current--power current" as an internal running mechanism and takes technological platforms,new social codes,general governance elements,formal groups,informal groups,responding mechanisms and the like as an external structure.According to the mode,traditional fragment and static individuals are reconnected to form a community of common interests through dynamic modularization.Hopefully,the participation problem undermining rural governance for long can be solved and as a result,effective governance is realized.
