基于新农村建设的财政支农经济效应分析——以山西省为例

摘  要：
社会主义新农村建设作为我国解决"三农"问题、构建和谐社会的重要举措,需要得到政府财政的有力支持;农业是国民经济的基础,农业的发展需要财政的支持。以山西省为例,应用柯布-道格拉斯生产函数模型,选取山西省1980—2009年农业经济和财政数据,从实证的角度量化分析了山西省财政支农支出对农业发展的经济效应(包括增长效应和收入效应);并提出了促进经济欠发达地区农业经济增长及农民收入增加的财政支农政策建议,旨在探索完善这些地区支持新农村建设的财政政策的对策。

摘  要：
As an important measure to solve the issues of the agriculture,farmer and rural community,and to build a harmonious society,the construction of new socialist rural community needs the financial support from local government.Agriculture is the foundation of the national economy,so agricultural development relies on the financial support.Based on C-D function model and 1980-2009 agricultural economy and financial data in Shanxi,the economic effect on the development of agriculture,including growth effect and income were analyzed in the paper.Finally,according to the conclusions,measures were proposed to promote agricultural economic growth and farmers' income improvement in rural areas.
