摘  要：
长期以来,我国形成了以集体保障为主、其他保障为辅的农村社会保障体系,但缺乏法律的规定性。法律制度的欠缺给农村社会保障带来一系列问题,尤其是中国加入WTO后,问题更加明显。为此,针对我国农村社会保障立法存在的问题、加快立法建设的必要性及如何立法等问题进行了阐述。

摘  要：
We have formed the system of our country social security in which the collective security is the main part and others are the assistant ones, but this system is lack of legal stipulation, which brings a series of problems .It gets more obvious with entering WTO. From this, we should hasten to make the law of country social security to make it regular, so that it is significant for country economy and social development. This essay gives us some ideas for the present problems of our country social security, the necessity for hastening to make law and how to make the law and so on.
