英国高等教育财政资源配置改革及借鉴——以市场化机制为视角

摘要：

20世纪80年代以来,英国的高等教育逐步走向市场化,开始对高等教育财政资源配置进行改革。市场化机制为英国减轻了财政负担,拓展了高校的经费来源渠道,促使高校不断提高教学和科研质量、提升学校的美誉度。但同时,英国高等教育财政资源配置的改革也容易导致高等教育方向走入歧途,教育地位竞争导致高等教育出现"马太效应",市场等价交换原则导致学生的市侩主义并影响学生对国家的忠诚度。鉴于英国改革的利与弊,我国在市场化过程中要拓宽高等教育资金筹措渠道,增加高校的财政收入;完善高校学费收缴和贷款方式,加大对贫困生的经济资助力度;加强高校学生的思想政治工作,引导学生树立正确的价值取向,确保我国高等教育财政资源配置的正确方向。

摘要：

Since the 1980 s,the British higher education has gradually become market-oriented,and the higher education financial resource has been reformed. In order to reduce the financial burden,the universities in Britain began to the market. Thus it helps colleges and universities to expand the funding channels,to promote them to continuously improve the quality of teaching and research and to enhance the school's reputation. But at the same time,the reform of the allocation of financial resources in higher education in UK brings about some disadvantages. It's easy to induce the direction of higher education to go astray. The competition of educational status leads to the emergence of "Matthew effect"in higher education. It leads to the philistinism of students and the loyalty of students to the country. In view of the advantages and disadvantages of the British reform,to ensure that China' s higher education financial resources in the correct direction,China in the process of marketization need to broaden the channels of funding,to increase the university's financial income,improve the tuition collection and loan methods to increase financial support for poor students,strengthen the ideological and political work and guide students to establish the correct value orientation.
