社会养老保险缓解农村老年贫困的效果评估——基于CLHLS(2011)数据的实证分析

摘  要：
基于中国老年健康影响因素追踪调查2011—2012年数据(CLHLS),将农村老年贫困操作化以主观贫困与客观贫困两个维度,运用二元Logit回归模型实证分析了社会养老保险在降低农村老年贫困发生率方面的作用,并使用倾向值匹配(PSM)方法对社会养老保险的老年减贫效果进行进一步的估计与检验。研究发现:农村老年贫困现象较为严重且存在较为明显的地区、性别及年龄差异。总体上,农村老人主观贫困的发生比率在20%以上,而客观贫困的发生比率高达70%。社会养老保险降低了农村老人主观贫困的发生比率,但由于存在对子女经济支持的"挤出效应",在一定程度上提升了农村老人客观贫困的发生比率。基于此,研究提出了强化财政投入、提高基础养老金待遇的政策建议。

摘  要：
Based on the data of Chinese Longitudinal Healthy Longevity Survey( 2011),by dividing the rural elderly poverty into two dimensions: subjective poverty and objective poverty,this paper analyzes the effect of social endowment insurance on the economic security of rural elderly using the regression model of Logit,and uses the propensity score matching( PSM) method to further estimate and tests the effect of the social endowment insurance on the old age poverty reduction.The results show that rural poverty is more serious,and there are more obvious regional,gender and age differences.In general,the incidence of subjective poverty of elderly in rural areas is above 20%,while the incidence of objective poverty of elderly in rural areas is up to 70%.Social endowment insurance reduces the incidence of subjective poverty of elderly in rural areas,while raising the incidence of objective poverty of elderly in rural areas due to the‘crowding-out'effect on children's economic support.Through the analysis above,the study puts forward some policy recommendations for strengthening the financial investment and enhancing the basic pension treatment.
