基于SWOT分析的舟山海岛生态化开发研究

摘  要：
基于对舟山海岛开发利用现状的调查研究,运用SWOT分析法,对舟山海岛生态化开发中的优势、劣势、机遇和挑战进行分析,指出舟山海岛生态化开发具有资源环境、产业发展潜力等方面的优势,且面临环境政策、产业结构调整、环岛大桥建设等时代机遇,但海岛生态环境脆弱,专业技术人才相对短缺,部分海岛环境基础设施不足,生态保护观念尚未深入人心,经济发展与环境保护之间的矛盾依然存在,长期有效的制度保障体系亟待完善。根据生态优先、因岛制宜、可持续发展的原则,遵循生态规律,提出相应的生态环境保护对策建议,以实现海洋资源综合管理和持续利用。

摘  要：
Based on the investigations and studies about the present situation of Zhoushan islands exploitation and utilization,SWOT analysis is used to analyze the strengths,weakness,opportunities,and threats,existing in the ecological developments of Zhoushan islands. Zhoushan island ecological development has the advantage of resources and environment,industrial development potential,and facing environmental policy,industrial structure adjustment and the island bridge construction time opportunity,but the island fragile ecological environment,the relative shortage of professional and technical personnel,part of the island has the inadequate infrastructure environment,ecological protection concept has not yet deeply rooted in the hearts of the people,the contradiction between economic development and environmental protection is still there,longterm effective system security system needs to be perfected. According to the principle of ecological priority,adjusting measures to island conditions,and sustainable development,the corresponding ecological environment protection countermeasures and suggestions are put forward followed the ecological law,in order to realize the integrated management of ocean resources and sustainable utilization.
