湘潭市农地正外部性价值量估算

摘  要：
农地外部性为人类提供了社会与生态服务方面的价值。将湘潭市农地正外部性划分为生态价值与社会价值,并对2011年湘潭市农地的正外部性分为年价值和无限年期总价值进行研究和评估。研究结果显示:农地资源可以为社会贡献较大的外部效益,湘潭市农地正外部性的年价值8 126.59元/(hm2·a),无限年期价值为250 049.98元/hm2。建议通过农地正外部性的内在化,将政府干预和市场机制两者结合,促使农地外部收益内部化,从而激励对农地质量与数量的保护。

摘  要：
Agricultural externality provide value of social and ecological services for human. Positive externality of farmlands in Xiangtan city was divided into ecological value and social value in this study, and the positive externality of farmlands in Xiangtan city in 2011 were studied and evaluated in terms of year value and indefinite total value. The results revealed that farmland resources can contribute enormous external benefits to the society, the year value and the indefinite value of externality value of farmlands in Xiangtan city was 8 126.59 yuan/(hm2?a) and 250 049.98 yuan/hm2. Moreover, it suggested that combining government intervention and market mechanisms through internalization of positive externality of farmlands to promote the internalization of external benefits of farmlands, thus motivating the protection of the quality and quantity of farmlands.
