基于演化博弈的灌溉水资源优化配置研究

摘  要:
农民与政府的演化博弈模型分析显示:农民与政府最终选择何种策略受农民因节水而增加的农业收入、节省的其他生产要素投入成本、节约的水量、承担的节水灌溉技术投入成本及水价提高的幅度等因素的影响。合理的政策安排、完善的市场机制和有效的技术创新可使这些因素发生变化,进而使博弈系统以更大的概率收敛于演化稳定策略(节水,高水价),灌溉水资源达于优化配置状态。因此,要实现灌溉水资源优化配置,就要:出台和实施以"提价+补贴"为基本内容的宏观调控政策;创新和完善政府宏观调控下的灌溉水权交易机制;推动和实施节水灌溉技术的集成化创新。

摘  要:
The analysis of the evolutionary game model between the farmer and the government shows that the strategy,which will be eventually chosen by the farmer and the government,is decided by the factors as follows:the agricultural income increase of the farmers due to water-saving,the saving input cost of other production factors,the saved water amount,the input cost due to watersaving irrigation technology,and the range of the increased water price,etc.Reasonable policy arrangement,perfect market mechanism and effective technology innovation can make these factors change,then make the game system converge on the evolutionary stable strategy(saving water,higher water price)with greater probability and the allocation of irrigation water resources reaches the optimal state.Therefore,the following measures should be taken in order to realize the optimal allocation of irrigation water resources:issuing and implementing the macroeconomic regulation and control policy of which the basic content is "price-raising +subsidies",innovating and improving the trading mechanism of irrigation water rights with government's macroeconomic regulation and control;promoting and implementing the integrated technology innovation to save irrigation water.
