东阳—义乌水权交易的经济影响分析

摘  要：
浙江省东阳—义乌水权交易开创了中国水权交易的先河,但交易的实际效果到底如何?本文从水权交易对东阳横锦灌区的影响、义乌居民用水满意度和居民支付意愿的影响因素角度作了系统分析。结果表明,对于东阳地区,水权交易有利于东阳经济的整体发展,但横锦灌区农民的利益受到一定损害;对义乌居民来说,水权交易使居民的用水满意度由“部分满意”提升到“接近满意”,平均意愿支付由1.69元/立方米提高到2.37元/立方米,提高了40.2%。水权交易不仅大大改善了义乌居民的用水满意度,而且提高了居民的支付意愿。对居民的支付意愿的影响因素分析则表明,居民的支付意愿主要受到支付能力的影响,而对政府提高供水服务的信心和用水满意度对支付意愿的影响不显著。

摘  要：
The paper systematically analyzed the impact of water right exchange in the Dongyang Mianjin irrigation area and the factors influencing the residents' degree of satisfaction on the water supply and the resident's willingness to payment in Yiwu. The conclusion is the water right exchange benefited the overall economy development of Dongyang, but not to the residents of Mianjin irrigation area; because of the exchange, the residents of Yiwu are becoming more satisfied with the water supply and their willingness to payment grows from $1.69 per cubic meter to $2.37 per cubic meter on average, increased by 40.2%. The water right exchange not only made the residents more satisfied with the water supply, but also improved their willingness to payment. The main factor influencing the residents' willingness to payment is their ability to pay, while the confidence for the government to improve the water supply service and the degree of satisfaction on the water supply are not important
