摘 要：
介绍了中阳县三北防护林工程建设概况与成效。在三北工程实施中采取了大规模作战、高标准实施、严要求管理措施。工程管理中采用押金制、奖惩制等5项制度,确保工程"高标准、高质量、快速度"实施。在三北工程中,将"兴林"与"富民"相结合,实施"核桃富民"战略;按照科学发展观要求,发动社会力量积极参与林业建设。

摘 要：
The paper overviewed the status and effectiveness of Three-North Shelterbelt Project in Zhongyang county. The Three-North project has adopted a large-scale operations, high standards and strict requirements of management. Project management system used such five systems as deposit, reward and punishment system, etc. to ensure that the project "a high standard, good quality and fast speed" to implement. The Three-North project combines "rich the forestry" and "enriching the people," "nuts enriching the people" strategy; the concept of scientific development in accordance with the requirements of the active participation of social forces to launch the construction of forestry.
