天津市科技型中小企业创新发展的对策研究

摘  要：
近年来,天津市科技型中小企业发展迅猛,已成为拉动天津经济增长的重要力量.创新是科技型中小企业生存与发展的灵魂,当前天津市科技型中小企业创新意愿旺盛,创新环境优越,创新成果突出,但仍存在资金、人才和政策方面的约束,且不同发展阶段的中小企业创新能力存在明显差异,为进一步实现和巩固天津市科技型中小企业"铺天盖地、顶天立地"的发展态势,应创新人才培养模式和人才管理制度,深化金融科技创新,建立梯队化差异化的精准扶持政策,提高政策落实率.

摘  要：
In recent years, small and medium-sized scientific and technological enterprises in Tianjin have grown rapidly, and have become an important force to spur economic growth. Innovation is the soul of survival and development for small and medium-sized scientific and technological enterprises. At present, small and medium-sized scientific and technological enterprises in Tianjin have vigorous innovation will, good innovation environment and outstanding innovation achievements, but they still face the restrictions of fund, talents and policies. Furthermore, there are distinct differences of innovation abilities between the enterprises of different stages. In order to implement and consolidate the overwhelming development situation of small and medium-sized scientific and technological enterprises in Tianjin, we should innovate the personnel training mode and talent administration system, deepen the innovation of financial science and technology, establishthe precision and quasi support policies with echelon and difference, and improve the rate of implementation of the support policies.
