小农户与大生产:农地规模与农业资本化-以农机作业服务为例

摘  要：
农机作业服务是农业资本化的主要方式,是衔接"小农户"与"大生产"的重要桥梁.但农户购买农机还是购买服务,以及购买多大价值的农机,其决策由哪些因素决定?本文通过构建不同规模农户的要素配置模型,分析农户决策的规模边界条件,采用全国9省1056个水稻种植户的调查数据进行验证.研究结果表明:(1)农户购买农机还是购买服务,取决于随农地经营规模扩大而变化的生产目标:成本最小化、风险最小化、利润最大化,表现为阶段性的资本投入行为:不采用农机、购买服务、购买农机;(2)农业机械和农机服务存在购买的临界规模区间,农地经营规模100亩左右的农户购买农机才符合规模经济,小农户购买农机服务是最优决策;(3)农地规模、农地确权激励农户扩大购买农机的规模,而土地细碎化、非农就业将抑制农户购买农机的价值.可见,中国小农经济走向农业资本化关键的一步,在于诱导大规模农户成为农机作业服务的供给主体,激发小农户购买农机服务的大机械生产需求,分类指导农户走差异化的农业资本化路径.

摘  要：
Agricultural machinery operation service has become the main way of agricultural capitalization,and it is an important bridge connecting "small farmers"and "big production ".However,what factors would determine the decisions of farmers to buy agricultural machinery or purchase services,and to purchase agricultural machinery of great value? This paper analyzes the scale boundary conditions of farmers' decision-making by constructing the factor allocation model of farmers of different scales,with the survey data of 1056 rice growers in 9 provinces of China.The research shows that:( 1) The decision of farmers to purchase agricultural machinery or purchase services is depended on the production targets that change with the expansion of farmland scale: minimization of costs,minimization of risks,maximization of profits,which is characterized by staged capital investment: no agricultural machinery,purchase of services,purchase of agricultural machinery;( 2) Agricultural machinery and agricultural machinery services exist in the critical scale range of purchase. The decision of farmers with a farmland management scale of about 100 acres to buy agricultural machinery in line with economies of scale,and agricultural machinery services is the best decision for small farmers;( 3) Farmland scale,the confirmation of farmland rights encourage farmers to expand the scale of purchasing agricultural machinery,while the fragmentation of land and non-agricultural employment will inhibit the value of farmers purchasing agricultural machinery. It can be seen that the key step for China's small-scale peasant economy to move toward agricultural capitalization is to induce large-scale farmers to become the supply mains of agricultural machinery operation services,thereby stimulate small-scale farmers to purchase large-scale machinery production demand for agricultural machinery services,and to guide farmers to take differentiated agricultural capitalization paths.
