摘 要：
随着城市化进程的发展陆域资源日益枯竭,海域资源的开发利用受到了更多关注,但是不合理的海域开发利用对沿海地区生态环境造成巨大破坏,致使生物多样性不断减少,同时制约经济的可持续发展。为更有针对性的采取合理的整治措施,需要对海域集约利用情况进行评定,划分不同的海域集约利用等级,还要在相当长的时间内跟踪监督海域集约利用度的时空变化,推断影响海域集约利用变化的因素。本文以辽宁沿海经济带为例,构建了海域集约利用评价指标体系,收集了2004-2014年的辽宁沿海经济带6个市的指标数据,在海域集约利用多因素综合评价中,运用模糊二元对比分析法、熵值法确定权重,运用综合指数法计算辽宁沿海经济带海域集约利用度并分类,分析近11a辽宁沿海经济带海域集约利用度的时空变化及其原因,主要得出3点结论:(1)辽宁沿海经济带海域集约利用水平整体呈上升趋势,但是集约利用程度偏低,各市之间差异较大;(2)辽宁沿海经济带海洋利用结构程度指数和海洋生态环境指数有待提高;(3)辽宁沿海经济带海域集约利用度政策指向性明显。

摘 要：
With the development of urbanization,the exploitation and utilization of marine resources begin to draw more attention.However,the unreasonable development and utilization of sea areas have caused great damages to the ecological environment in coastal areas,and it leads to the decrease of biodiversity and restricts the sustainable development of economy.In order to take more reasonable treatment measures,it is necessary to evaluate the intensive utilization and to make a classification of intensive utilization of the sea area.In a long period of time,we also should trace the tracks of the temporal and spatial variation of the intensive utilization and infer the factors that affect the intensive utilization.Taking Liaoning coastal economic zone as an example,this paper constructed the evaluation index system of intensive utilization of sea area,and collected the index data of 6 cities in Liaoning coastal economic zone in 2004-2014 years.The entropy evaluation method,AHP and comprehensive index method are used to calculate the degree of intensive utilization and to classify it in the comprehensive evaluation of the intensive use of sea area.By analyzing the changes and reasons of the intensive use in the recent 11 years,three conclusions are obtained:(1)The intensive utilization level of Liaoning coastal economic zone is rising as a whole,but the level is relatively low and the difference between cities is great;(2)The structure of marine utilization and marine ecological environment need to improve;(3)The policy direction of intensive utilization of coastal economic zone in Liaoning is obvious.
