The progress of water allocation of domestic and international waterscape was summed up and compared comprehensively from the perspective of water resources.the results showed that waterscape design was lack of water resources science guidance, which was confined to pursue visual effects and still continued adopting the proportion pattern of three water matching seven garden identified in Ming dynasty,so its scientific significance fell behind and resulted in water resources waste. The basic theory and the double system attributes of water allocation of waterscape were discussed based on the current situation of water resources increasing shortage. At the same time, according to water resources system attributes and landscape planning system attributes, model on water allocation at waterscape, model on water quantity of ecological environment water requirement, and model on water allocation restricted were constructed, which provided scientific basis for water quantity design in waterscape.
