摘  要：
海洋渔业供给侧结构改革是当前中国海洋渔业可持续发展趋势之一。从"政策、制度供给"方面看,现有海洋捕捞渔业政策、制度是简单农业管理思维的产物,存在相关政策、制度相对过剩和推动海洋渔业高质量发展、可持续发展的政策、制度供给相对不足的问题,需要进行以渔民准入限制政策、以资源养护、可持续发展海洋渔业管理体系为核心的海洋捕捞渔业供给侧改革,以满足面向海洋渔业高质量发展的需要。

摘  要：
Marine fishery supply-side structural reform is the current trend of sustainable development of China's fisheries.From the perspective of "policy and institution supply",the current marine fishery policy system is the product of simple agricultural management thinking,which has some problems such as "relative excess of relevant policies and institutions" but "the supply of policies and systems to promote high-quality and sustainable development of marine fisheries are relatively inadequate".In order to meet the needs of high-quality development of marine fisheries,it is necessary to reform the supply side of marine fisheries,which centered on fishermen's access restriction policy,resource conservation and sustainable development of marine fisheries management system.
