Research on Current Situation of Government Purchasing Public Services of Animal Epidemic Prevention

The objective of this article is to study the practices of local government purchasing public services of animal epidemic prevention,so as to provide support for construction of the veterinary socialized service system. On the basis of study result,buyers of such services include veterinary competent authorities,and animal health supervision agencies at county level,as well as township governments and animal epidemic prevention and quarantine stations at township level. On the other hand,sellers consist mainly of vaccine companies,labor service dispatch enterprises,township veterinary stations,some new veterinary service bodies,bio-safety disposal enterprises,as well as those posts of purchasing specialized animal services. Through consultation,authorization and invitation of tender,services of compulsory vaccination,bio-safety disposal and animal inspection and quarantine are usually bought by local governments. With the purchasing standards becoming more and more distinct,some progress has been achieved,which include effectively fulfi lling the public service responsibilities of veterinarians,nurturing forces of veterinary socialized services and exploring corresponding mechanisms. Inevitably,problems were also encountered in the process of program implementation,such as the ambiguous service contents and boundaries,some demands that sellers can not meet,imperfect mechanism,service content and the fi nancial resources,as well as the inadequate supervision.
