国有林场改革与新型森林资源监管体制建设研究

摘  要：
森林资源是国有林场改革的核心价值,国有林场森林资源监管的缺失已成为困扰我国林业发展的一大问题。我国当前的现状及存在问题主要是对国有林场森林资源价值的认识错位和国家意识淡化,只有通过改革建立新型的国有林场森林资源监管体制才能从体制和制度上彻底改变这种状态。新型国有林场森林资源监管体制的建立具有科学的理论基础和依据。文章提出了体制建设的总体架构设计、目标效能、主要内容、目标要求、工作深度和各级应当承担的职责。建立新型的森林资源监管体制是我国对国有林场森林资源国家治理体系和治理能力现代化的重要措施,不忘初心管好森林资源,是全面深化国有林场改革的重要工作。

摘  要：
Forest resources are the core value of the state-owned forest farm reform, lacking state-owned forest resources supervision has become a major problem in China's forestry development. The current situation and existing problems of China's forest resources mainly lie in the understanding of the value of state-owned forest dislocation and national consciousness fading. Only by establishing new supervision system of state-owned forest resources could completely change this state. The establishment of new supervision system of state-owned forest resources has a scientific theoretical basis. According to the national requirements, the overall system construction design, target performance, main contents, objectives and requirements, the working depth and responsibilities at all levels should be established. The new model of forest resources supervision system is an important measure of stateowned forest governance system and governance capacity modernization construction in our country.Do not forget the early heart to manage forest resources is an important task of deepening the reform of state-owned forest comprehensively.
