率先突破 持续深化 以集体林权制度改革促进林区农村全面发展

摘  要：
介绍了福建省集体林权制度改革的总体进程,不同阶段改革内容、重点、突破点和成效。其改革始于1998年5月永安市洪田村的"分山到户"。全省于2006年底完成主体改革,此后通过建立合作经济组织、改革采伐管理制度、推进抵押贷款和森林保险、规范流转、建立服务体系、规范行政权力、调处林权纠纷等配套改革,搞活了机制,带来林区农村建设新突破。

摘  要：
The paper gives collective forest tenure reform in the overall process at different stages,including its content,focus,break points and results.The reform began in May 1998,Hongtian Village of Yong’an City,"mountains contracted to households".Completed by the end of 2006,the main reform in Fujian,then through the establishment of cooperative economic organizations,reform harvesting management,and promote the mortgage and forest insurance,standardized transfer,the establishment of service system and standardize the administrative power,the right to mediate disputes and other reforms in forest and enliven the mechanism bring break-throughs of forest rural development.
