新型林业经济组织发展现状及对策分析——以罗平县为例

摘 要：
罗平县集体林权制度主体改革完成后,大力推进新型林业经济组织的发展,涌现出林农专业合作社、林业承包大户、家庭林场、林业种植公司、林业龙头企业等多种形式的林业经济组织。通过实地走访、个别访谈发现新型林业经济组织的发展存在林业生产周期长,投入大,成本回收慢;林权融资体系不顺畅,融资成本高,经营资金压力大;林业保险险种单一,抵御风险能力低;商品材采伐指标限制等障碍因素,需要政府配套政策的完善推动新型林业经济组织的发展。

摘 要：
Luoping county collective forest tenure reform is completed, and vigorously promote the development of new forestry economic organizations such as farmers' professional cooperatives, large contractors, family farm, forestry planting enterprises, forestry planting leading enterprises. Through field visits and individual interviews found that the obstacles of new forestry economic organization are a long,large investment, low cost recovery; forest right financing system is not smooth, high cost of financing, big management financial pressure; the single forest insurance, low risk ability; the restriction of commodity material cutting index, so to promote the development of new forestry economic organization need to improve the government supporting policies.
