黄土丘陵沟壑区治理开发方略探讨——以米脂县泉家沟实验区建设经验为例

摘  要:
米脂县泉家沟实验区是陕西省黄土高原治理研究所1979年建立的综合治理实验区。经过十多年来的综合治理,区内生态、经济面貌发生了巨大变化,土地利用结构与产业结构趋于合理,1992年与1979年相比,人均纯收入由118元增加到707元,治理程度由32%提高到71%,土壤侵蚀模数由1979年以前的年均16279t/km~2,减少到“七五”期间的2330t/km~2,生态环境明显改善,群众生活稳步提高,取得了显著的社会效益与经济效益。但是,泉家沟还存在牧草面积不稳定、低效益林地需要更新改造、水保工程措施需要管护等突出问题。为此,笔者结合调查研究,提出了彻底转变偏重水保效益的观念,加强科学治理,调整服条机能,变无偿投入型为有偿服务型等解决途径。

摘  要:
Quanjiagou comprehensive experimental area was established by the Institute of the Loess Plateau Control ofShannxi in 1979. The remarkable changes in ecology and economy have taken place as the structure of land utiliza-tion and estate has been rationalized. The mean net income increased from 118 yuan in 1979 to 707 yuan in 1992;the control degree raised from 32 percent in 1979 to 71 percent in 1992; soil erosion mudulus has been reducedfrom 16 279t/km~2 before 1979 to 2330 t/km~2 during "The Seventh Five-year Plan". Ecological environment hasbeen improved remarkably; the farmers' living standards have been improved stably; and remarkable benefits forsociety and economy have been achieved. But, some notable problems still exist, such as how to stabilize foragearea. how to renew low beneficial forest land, and how to manage projectical measures of soil and water conserva-tion. So some ways to resolve these problems were presented in this paper, such as laying particular stress on thebenefit of soil and water conservation, strengthening scientifical control, adjusting service mechanism, changingfree input to return or economic service,etc.
