社会主义新农村建设必将在确保农村社会稳定的前提下进行,中国历代统治者治理农村的有效经验:礼法并举,适度自治。新疆农村不稳定因素及其影响,既为传统农村向现代农村转型提出严峻的挑战,又以此为契机努力探讨适合新疆社会主义新农村建设的科学思路和方略。

摘要：

The Socialist New Countryside must be constructed under the stability in the rural areas.The experiences that all previous dynasties rulers in China governed the countryside effectively are that the Courtesy and the law were implemented simultaneously and that the countryside should be permitted to be autonomous moderately.The unstable factors and the influence not only propose the stern challenge for the reforming from the tradition countryside to the modern countryside,but also we can take it as a turning point and discuss the Scientific mentality and the plan that are suitable to the construction of the Socialist New Countryside in Xinjiang diligently.
