摘 要：
Through the study of the effects of ubiquitous environment on the organization and integration of the information resources of government websites,the author summarized that the organization and integration of the information resources of government websites in ubiquitous environment had the following new characteristics: taking the user as center,being omnipresent and cooperation of the users.Based on these,this paper put forward the following "three stages" developing ideas for the resource construction of government websites in the ubiquitous environment: from integration sharing to individuation information organization,and then to information self-organization,finally to user's self-service.
