以天津图书馆为例,对图书馆的发展态势进行分析,并试图为天津图书馆战略实施与调整提供一个基础的形势判断。强调在图书馆规划中实践中应强化馆员的战略意识、制定科学的规划流程、成立专门的组织机构、鼓励多元化的参与主体、关注多元的影响因素及编制规范的规划文本。

摘 要：
This paper shows the development situation of Tianjin' s libraries under the background of Culture' s Prosperity and Development and attempt to provide a fundamental direction for the implementation and adjustment of the strategy of Tianjin' s libraries. It is suggested that reinforcement of strategic awareness of the librarian, development of scientific planning process, establishment of specialized organizations, encouragement of diversification of the participating subjects, attention to the multiple factors and preparation of standard planning text should be expressed in carrying out the practice of strategic planning.
