摘 要：
农家书屋是在行政村建立的、农民自己管理的公益性文化服务设施,体现了农民在农家书屋建设过程中的自主性。然而,在现行压力型体制下,自上而下的文化建设模式与发挥农民自主性形成矛盾与错位,政府起主导作用,忽视农民的参与性和自主性,导致农家书屋的作用难以发挥。通过对农家书屋建设中乡镇干部职能的变异、农家书屋发展的困境与难题、农家书屋发展方向及原因对策等分析,以期使农民更自主的参与农家书屋的建设发展,使农家书屋的效益更大化。

摘 要：
Farm House,built in the administrative villages,is a kind of public cultural service facilities managed by farmers themselves.It epitomizes the autonomous role of farmers in the process of Farm House’ s construction.However,in the current pressurized system,top-down culture patterns and the role of farmer autonomy conflicts with the formation of dislocation.Due to the government’ s leading role as well as the farmers’ ignorance of participation and autonomy,Farm House is hard to function well.Through anglicizing the functions of township cadres variation the Farm House’ s construction,and the difficulties 、 the challenges 、 the direction、 the countermeasures in Farm House’ s development,it could enable framer’ s more autonomous participation in the construction and development so that the benefits of Farm House would be optimum.
