摘  要：
生物遗传资源是人类社会赖以生存和发展的物质基础,也是国家重要的战略物资,具有巨大的现实和潜在的经济、生态、文化价值。针对我国历史和目前生物遗传资源不断流失的状况,本文在分析我国生物遗传资源出入境管理存在问题的基础上,就如何加强生物遗传资源出入境管理、有效遏制生物遗传资源流失,从完善立法、改革管理体制、加强基础调查和资源共享、公众参与等方面提出对策建议。

摘  要：
Bio-genetic resources are strategic resources for human survival and sustainable development of social economy,as well as the enormous actual and potential economic,ecological and cultural values.We analyzed problems of exit-entry administration of biological genetic resources on the context of the continual loss of the biogenetic resources in China from Opium War.Furthermore,some countermeasures and suggestions were presented for effectively strengthening exit-entry administration and curbing the loss:such as,the improvement of legislation and administrative system,strengthening the survey and monitoring on bio-genetic resources,the development of information system to share the data related.
