摘 要：
This study mainly introduces the background of NMVCS plan,participation main body,organization form and its operation process.It shows the existing problems of fund support for minor enterprises in midwest China in terms of historical reason,geographical position as well as enterprise own characteristic.Hence,according to NMVCS plan there will be some enlightenment which may give solutions for enterprise financing in midwest areas.
