天然林保护工程政策对中国现行林业政策的影响分析

摘  要：
从政策的视角分析了天然林保护工程实施10年对中国林业政策产生的影响,以期为完善二期"天保"工程的实施政策提供理论依据。研究结果表明:"天保"工程政策的实施在理论层面与实践层面对中国现行林业政策均产生影响,理论层面的影响表现在"天保"工程政策影响、改变了中国生态环境政策朝向与趋势,引领了制订林业政策指导思想的巨变;实践层面的影响表现在国有林区"天保"工程实施的主体政策内容以及工程实施的成效对林业政策的宏、微观方面的影响不尽相同。

摘  要：
From 1998 to 2010,the first phase of natural forest protection program in China has been completed.According to the first phase completion of natural forest protection program,the Chinese government decided to continue the implementation of the second phase completion of natural forest protection program.This article tries to sort out the respects of the existing forest policy,to analyze the effectiveness of natural forest protection program on forestry policy in a decade.The results show that the implementation of natural forest protection program had destroyed the macro environment of Chinese forestry policy to continue changing and improving,led the guiding ideology of forestry policy have great changes,practical level of performance lies in the principal policy content and the implemented effects of natural forest protection program impact the macro and micro of forestry policies in different ways.
