不同地区耕地资源价值比较研究——以广东佛山和四川成都为例

摘  要：
综合耕地资源经济价值和非经济价值,运用定性分析与定量分析相结合及比较分析的方法,探究广东佛山与四川成都的耕地资源价值数量特征及结构特征的差异,从而提出政策建议:一方面,应强化对于耕地资源非经济价值的认识与提升建设,落实对于耕地资源正外部性的补偿;另一方面,应制定差别化耕地保护制度,避免政策"一刀切"所带来的负面效应,为提出差别化的耕地保护政策提供依据。

摘  要：
This paper comprehensively combines the economic and non-economic values of the farmland resources and uses the qualitative analysis and quantitative analysis combination and comparative analysis methods,the differences of quantitative characteristics and the structure characteristics of the farmland resources values in Foshan Guangdong and Chengdu Sichuan were compared.Based on the research conclusion,we make the policy recommendations: on one hand,the government should strengthen the understanding for the non-economic value of the farmland resources,and implement the compensation for the positive externalities of farmland resources;on the other hand,according to the actual situations in different regions,we should draw up the differential and meticulous measures of the farmland protection and construction to avoid the negative effects of the "one size fits all" policy,which provides the evidences for the differential policy of farmland protection.
