摘 要：
万顷良田建设工程是江苏省提出的以有效集聚资源,实施城乡建设用地增减挂钩政策,实现农村耕地资源、建设用地资源、劳动力资源、市场需求与公共服务资源集聚的一项土地整理工程。如皋市作为江苏省的首批省级试点,通过3年的努力,该市的一些做法和经验值得借鉴。同时,对项目实施过程中存在的一些问题和困难进行了评析,并提出了相关的建议。

摘 要：
Ten thousand ares farmland construction was proposed by Jiangsu province.It is a land consolidation project that gathers the rural land resources,land for construction resources,labor resources,market demand and public services resource based on effectively gather resources,urban and rural construction sites linked to the implementation of the policy.Rugao city in Jiangsu province is the first provincial-level pilot,and through 3 years of effort,the city's practices and experience is worth learning.During implementation of the project,some problems and difficulties were assessed,and relevant recommendations were made.
