浅析协议保护机制在生态保护上的应用

摘 要：
协议保护作为生态保护的一种新机制,在全球推广示范已有10余年。由于各国的自然禀赋和地域差距,协议保护机制在不同的国家各有特点,但其机理都是通过协议赋权保护和科学利用自然资源,达到可持续管理目标。文章梳理和介绍了国内外协议保护项目的案例,剖析了生态保护的成本分担机制,提出了在中国推广协议保护机制的政策建议。

摘 要：
The Conservation Concession Agreement(CCA) provides a new type of mechanism for ecological protection in China, although it has already been demonstrated globally for ten years. Due to the natural characteristics and regional disparities of different countries, CCA mechanisms have distinguishing characteristics depending on where they are applied, but all are empowered through agreement to protect and scientifically use natural resources in order to achieve sustainable management goals. This paper introduces and reviews cases of CCA projects in China and abroad, analyzes the cost-sharing mechanism of ecological protection, and puts forward policy suggestions to promote the CCA mechanism in China.
