摘 要：
十八届三中全会在土地政策方面走得很远,给出难以想象的大礼包。三个政策红利:农村承包地经营权的抵押、入股、转让权,农村宅基地试点抵押、退出、转让权,农村经营性建设用地直接入市。如果政策运用到位,就能够改变目前资金从本来贫穷的农村向城市的单向流动,以此从根本上改善城乡关系,缩小城乡差距,实现真正的城乡一体化。未来的重点应该是小心布局,让其政策红利尽可能多地释放出来。

摘 要：
The Third Plenary Session of the 18th Central Committee of the Communist Party go far in land policy, unimaginable package are presented. Three policy dividend: mortgage, a shareholder, the transfer power of rural contracted land management rights, pilot mortgage exit, transfer right of rural housing land, rural business construction land directly into the market. If policy in place, it can change the present capital from originally poor rural to urban flow in one direction, in order to fundamentally improve the relationship between urban and rural areas, narrow the gap between urban and rural areas, realize the real integration of urban and rural areas. The focus of the future should be careful layout, let its dividend policy released as much as possible.
