在举国上下实现十六大提出的全面建设小康社会的目标而奋斗背景下 ,繁茂的森林 ,优美的生态环境 ,是全面小康社会的重要标志 ,是党中央赋予我们林业工作者的重大使命 ;提出用“三个代表”重要思想统领林业工作全局 ,必须以与时俱进的精神状态 ,不断开创林业新局面 ;论述了全国六大林业重点工程及五大转变的重要意义与其成就 ,及对湖南林业工作的指导作用 ,并着重地阐述了湖南林业九大重点工程的意义及其实施的重要成就。

摘  要：
The whole nation is struggling to construct comprehensively comfortable society which is put forward in the Sixteenth People's Congress. Luxuriant forest and fine ecology are important marks in constructing comprehensively comfortable society and historical missions given by the Party Central committee. Commanding the whole forestry situation with the Three Representation Spirits, creating a new forestry situation with high spirit is raised. The significance, compliment and directive function of the six important projects and five changes are discussed. The nine important forestry projects in Hunan are emphasized.
